The ASEAN Civil Society Conference/ASEAN Peoples’ Forum (ACSC/APF), a continuous civil society process since 2005, convened in Kuala Lumpur during 14-15 October 2025

During the month of September 2025, 66 civil society organizations across Southeast Asia worked together to conduct 27 online workshops across 8 convergence space themes that were attended by over 1,130 diverse participants.
During 14-15 October, over 330 people from Southeast Asia including human rights defenders, activists, and civil society representatives attended the in-person convening in Kuala Lumpur. 8 in-person plenaries were held to discuss urgent issues arising from the online workshops and other developments in ASEAN member states, as well as the implications of ASEAN Community Vision 2045: Our Shared Future (ACV 2045), the roadmap for the next 20 years.
The theme of the ACSC/APF 2025: “The Hidden ASEAN” was adopted to highlight the continuing, unseen struggles of ASEAN’s marginalized communities, whose rights and identities have been suppressed and violated by structural and other forms of state violence.
We are gravely concerned over the persistent pattern of some ASEAN Member States, through their repressive actions, continuously undermining and attacking the values and principles upon which the ASEAN Community is founded.
Ahead of the upcoming 47th ASEAN Summit, we therefore call upon ASEAN governments, peoples, Dialogue Partners, and allies of our region to implement the solutions contained in our recommendations.
